Create an unavailable hour for a participant type

https://connect.eventtia.com/api/v3/events//business_conferences//business_conference_participant_types//unavailable_hours

Creates an unavailable time window for the specified participant type. Dates must fall within the participant type's agenda range, start must precede end, and the window must not overlap with existing accepted meetings. Requires user authentication.
